Mr Ruiz is a graduate of the UNAM (bachelor in International Relations). In a grant from the French Government, he did his post-graduate studies at the University of Bourgogne, where he obtained the title of Ph Doctorate of International (Maritime) Law.
He participated in more than forty international meetings in specialized organizations such as OMI, UNCTAD, GATT ALADI and OIEA, as well as various bilateral negotiations, with countries such as the United States of America, Spain, France, Algeria, Brazil, etc. As a consultant, he has participated in the creation of projects to develop businesses both in the matter of transportation and other fields of the economy. He also actively intervened in the definition of a new regulation framework that allows the participation of private investors in the infrastructure and operation of transportation. He worked in Wescol, a maritime administration company in London, England.
He was a researcher for the Mexican Institute of Transportation. He has given various subjects at institutions of higher education (UNAM, ITAM, Ibero, UAQ, Tec de Monterrey etc.), and has been a trainer in the subject of international trade for CANACINTRA. Likewise, he has actively participated in the ANIERM and was the Coordinator of the Maritime/Port and Railroad Committee of the Mexican Association of Intermodal Transportation. He writes a column "From door to door" in the magazine Transporte Siglo XXI.
Currently, he is the CEO of Centro de Transporte y Logistica (logistic and transportation advisory firm).He is author of the "Tratado Práctico de los Transportes en México" (Practical Treaty of Transportation in México)
